They're Urban Pokemon, if you look deep enough there's strong evidence that people married humanoid and even non-humanoid Pokemon, most of which are in the Urban group. I would imagine they'd be warm blooded because cold blooded wouldn't allow them to survive in Urban habitats.

As much a part of its original design, I like to think the gown can come off or be removed without harming the Gardevoir.

While it can learn Future Sight, I don't think Gardevoir's have been documented being able t see the future, one even getting caught while teleporting.
