Edgy things are made for the simple purpose of being cool like an OC with one red eye or scars even though nothing of his background expresses why.
Those features exist on the Owl due to the artist installed concepts.
The eyes due to it being based on Mothman being a cryptid cloaked creature with large glowing eyes and mask is an early hunter motif that also helps focus it's grass typing with it being wood.
The only real edgy thing is just the large red talon but it's not like allot of megas aren't edgy when M-Pidgeot didn't need an colorful anime bang and feather hair.
