Because for the last 2 days I've got NO Pokemon near, the entire 9 slots are 3 mark Pokemon that no matter where I go they never, ever, get near
I just get that one surprise that appears around my house but it's all shitmons with low cp.
But really, I did a lot of walking today and I could never track down any 3 mark at all, hurts because I walked everywhere for that Hitmonlee and Persian
