Gen 1 is kind of unfair to judge, since it was the starting point; at worse some designs are just bland. Gen 2 has the same problem, one or two below average, but most of the worst are just bland. Gen 3 has less bland ones, but it also has some pretty uninspired or bad designs; but thankfully most of those aren't primary Pokemon for the region.
Honestly, now that I'm writing it out, I don't think there's as many 'bad' designed Pokemon per region as I remember, as opposed to just lazy or uninspired. Though, that is still getting worse each gen as well, making region still defacto worst than the last.
I know SWSH's reception won't change anything, but I really want to be optimistic that Game Freak's design team will work harder for the next generation.

Go shove your head in an ice-cube and see how much cooler it makes you look.
Even without a full redesign, all they even have to do is just adjust the anatomy, and I think people would have cared far less.
The only Pokemon I think could possibly be worse this gen was Stonjourner. Compair him to Geodude, another rock with a face, and the difference is night and day. Stonjourner has no semi-realistic anatomy and it's face is just spray-painted on.
Ice Cube Penguin and Stonehenge Pokemon are ideas with so much potential too. They're not bad ideas. Their execution was just so lacking.
