Anime is a perfect example of this. Professional anime illustrators have years of experience behind them drawing the true figure, they have the knowledge and the skill to draw actual humans however they /choose/ not to because they're illustrating in a particular, simplified style. This is also the reason they can do it with relative ease, because what their mind is really doing is envisioning the actual form that they're intending to draw and then shaving it down to suit their needs, which then transfers the correct angles and perspectives into their work. Additionally this is what allows them to emphasize action and apply correct shading to their figures. They make a conscious choice to draw this way, and can shift in and out when needbe.
Average people, however, see the final results and absorb the simplicity of it, not realizing that they're missing those key lessons and values, which results in the stagnation that often plagues DA. In this case, it isn't a style, it's just a blatant disregard for any degree of a connection to the real world. The entire point of drawing is to depict symbols which the viewer will recognize. Not knowing the real representation of them defeats the purpose.
