It's not a bad card. It's an Evosoda-searchable or Rare Candy promotable Pokemon that has a very useful ability and an attack with unlimited damage potential. In a different meta where the decks are based around stage 2 cards, this is one of them which should theoretically dominate the playing field. But in this day and age, we won't see that, because most of the time its only used for a 6-card Tropical Beach with the option of attack in a poorman's RayBoar deck.
