Tajiri envisioned Jynx hypnotising humans with her hip-shaking, the series has added bits and bobs like this since the outset, they stopped bowdlerising them after TPC took over localisation of the games and people still insist there's no nookie between species. They can't/won't come out and say pokémon and humans fuck - the normies would screech, the parents would explode and they'd likely irreparably damage the whole brand.
But that doesn't mean they can't slip in asides, references or flat-out blatant fetishbait indicating the reality, when it can be plausibly denied.
