Dragon was only a good typing because it hits nearly everything for neutral, making it good for cleaning up once the opposing counters were dealt with, which partnered well with Outrage. "Dragon type is overpowered" was a meme which casuals started spouting immediately after Fairy-type was revealed, but in reality Dragon-type just had a late-game-sweep playstyle niche.
Am I saying that Dragon wasn't one of the better types? No, it clearly was. However, in the same vein that some pokemon being better at certain things than others allows for the development of a meta, some types being suited for certain roles helped develop a meta. Some people would prefer that every type have 3 weaknesses, 3 resistances, and play in exactly the same way, which would just make the game amorphous and unpredictable. These are the same sort of people who suddenly decided to think Dragon was overpowered.
