The main games don’t list her age as far as I know. We have concept art that list her as 18.
Another snag we have with the question of when she was 14/18. She (and probably others I haven’t checked) appears in in several games. She first appears in ruby/sapphire and final appearance was in X/Y. If bulbapedia is to be believed there is 5 year between r/s an x/y so by x/y Roxanne is either 19 or 23. Unless she is meant to be 14/18 in x/y in which case 9 or 13 in ruby/saphire.
