Truck is on an island which doesn't have paved roads even in the prototype. Jeep is seen in the anime near the Safari Zone.
2. Zoo didn't exist in Fuchsia, it was in Celadon and had to be moved to Fuchsia. Safari Zone could not be in Celadon. This at least proves the possibility that the Safari Zone could have moved.
3. In fact it's possible that Lt. Surge was originally on Cinnabar Island because of the trees, so Vermillion City would have a different gym leader or no gym at all.
4. Blaine originally had a military uniform like Lt. Surge and hair on both sides of his head, and his gym was full of bomb craters.

Silph Chief is believed to have escaped to the Safari Zone where you would fight him (unused trainer data). If you fought the Silph Chief, he was probably evil and a part of the evil team. The evil team probably controlled the Safari Zone.
6. Mewtwo event script in the Safari house probably means the Pokémon Mansion was added later in development, or the Pokémon Mansion was near the Safari Zone. In the final game, Pokémon Mansion is on Cinnabar Island.
7. Pokémon Red & Green spent years in development hell so big changes aren't surprising. (See what happened to Gold & Silver.)
It's not proven at all, but it's an interesting avenue of exploration.
