It's DLC released well after the game launched so people will have finished teams
Gamefreak could have implemented level scaling or at least a few different sets of levels for the Pokemon
The game has next to zero content for building up a new team beyond trainers scattered about. There's no gyms, there's not multiple towns. It's just one big map with nothing interesting on it so why wouldn't people reuse Pokemon instead of grinding up a team in the wild?
