Suffers from all the issues the first Pokemon game in a new gen and on a new console tends to, but like DP and XY, they're still pretty enjoyable even if not even close to the best entries in the series.
I think the DLC is a good move that will, long term, serve to fix one of the games biggest issues, the lack of content.

2D. Assuming we're going by whether the Pokemon are 2D (gen 1 - 5). I think 3D could match it given time though.

The mainline series has consistently been at least "good". The games core mechanics, especially from gen 2 onwards, are simply so strong that the continual building upon that set of mechanics means the game will always have an interesting and unique form of PvP and appealing gameplay loop with collection and training. While some games are noticably better in presentation or amount of content, ultimately not a single mainline game has ever been "a bad game" in my opinion.
