To understand Cosmic just look at Water Type. Some Pokemon AREN'T Water Type even tho they are aquatic lifeforms. And many Water Types do live in the water but that isn't necessary or what defines Water Type. What defines it is the fact they have an elemental affinity for Water attacks, or they embody water in some way.
So Cosmic Types DO NOT need to literally come from space, and it is not necessary that every Pokemon that comes from space be part Cosmic Type. The Ultra Beasts for example all make perfect sense to NOT be Cosmic. What DOES define Cosmic Type is the fact they use the stars and space-based abilities to attack, and have an elemental affinity for the cosmos.
Yes the 'power of the stars' is a little vague, but this is 1) the point, because the intention is their abilities are alien and enigmatic on purpose, and 2) it's very easy to turn cosmic-based powers into an elemental thing in Pokemon's setting. Like how Poison is just a status effect in literally any other RPG but in Pokemon's universe it works quite well as an 'element'.
