I know what you're getting at, but you're vastly overgeneralizing.
There are plenty of games that are very well balanced and aren't overcentralized. In fact, there are almost no games as overcentralized as VGC is right now.
For example, all characters in Vanguard Princess see tournament use. Vanguard Princess had its last balance patch in 2013.
Vanguard Princess is an unusually well balanced game but there are no fighting games as unbalanced as VGC is right now. Here are the character usage statistics for this year's EVO:
