I've been told that this time there will be arrests going out to individuals who have downloaded the data. Many links have been left untouched to allow for as many people as possible to touch it with their little digital fingerprints. And, while we certainly won't be able to arrest all of them (there are many thousands at this point), there is apparently a list of IPs (and Discord servers) that will be receiving some form of legal reprimanding, so to speak. Whether that's fines or simply warnings, I'm not quite sure.
By the way, we (Pokémon employees) consider/are told that Pokémon breed by magical or unknown means. When the humans in these stories are "raped", they're not being raped in the physical sense. Internally, we've known about stories of them being non-consensually impregnated. It's like the virgin birth in the Bible. But even we were shocked by the Slaking story.
Anyway, be careful what you download. But also, they're probably winding down so.. if you're in trouble, you're in trouble. If you're not, might be safer to stay out of it for the time being.
