It's not happening. The reason that Rowlet is objectively the worst starter is that it will 100% end up as a Grass/Flying type at its final stage. Reminder: Grass/Flying is one of the absolute worst type combinations you can have, along with Fire/Rock and Bug/Grass. All of these types get mogged by the extremely popular Electric, Water and Fire types.
Also Rowlet is literally just Hoothoot with smaller legs. Literally my Mom's owl. He might be the worst starter of all time.
