empire also does this, starts handing out mega crystals by the 5th badge or so and starts giving bosses megas from the 8th gym on but even despite going up to 10 badges you haven't got even a whiff of the fucking mega ring
it's funny how reborn is probably the most 'fair' with regards to its mega ring placement, and even that shit is behind a very easily missable sidequest that you can screw yourself out of
