For example, Smeargle live mostly in urban areas, and use their paints to communicate with one another as well as mark their territory. So while it would be considered vandalism for a human to do what they do, painting on shit is actually an important part of Smeargle biology and sociology.
I mean, IRL they'd be considered pests and would get sent to pounds like wild dogs and relocated at best, but the Pokemon world is a lot nicer than our one.
