I think I'd base it off of some kind of mandrill or baboon. Like if Darminitan and Electabuzz had a baby. And it's gotta have an electric plug tail.
The "status" concept can be played around with, like making it Fire/Steel with Limber instead of Immunity, but you get the idea. A pokemon designed solely to harass status abusers.
