You aren't doing 400+ skins, you would be doing like, 150 - 180 skins since you're only doing it for the first evo for mons that can breed. And they wouldn't need to be complex: a simple repeating pattern texture. This is texture work that can be done by like, two people in the spawn of 3 - 4 days.
