If anything, regular evo stones can be seen as 'incomplete', much weaker versions of the Mega stones.
I think that the whole story regarding this relation was made to provide new important item with a strong anchor in the established canon - so that there would be less need for random deus ex machina trinkets appearing out of nowhere.
