no, they don't care about balance, it's not a good excuse, if they cared about balance they would balance the game around the galar dex AND kept the national pokedex as a post game thing like D/P/PT and BW
They just don't want to do it, they don't care enough, but good thing the fanbase does and has caused the biggest outcry in years in hopes they finally listen because Gamefreak literally cannot keep getting away with it.
