the easiest best solution would to have wonder trade operate with level brackets. if you trade a pokemon level 1-10 you will get a pokemon level 1-10. if you trade a pokemon level 91-100 you will get a pokemon level 91-100.
this would make wonderlocking a lot more challenging as well. so you don't trade that first route caterpie and get a level 65 hydreigon...instead you get a level 3 deino and actually get to have a fun run.
the gts should have more filter options though
