Falkner definitely isn't the kind that would have a crow as one of his main two Pokemon, and Murkrow wouldn't be hanging out in early Johto.
If you really need a rare-ish pick, use Natu, the totem Pokemon. The Ruins of Alph are right here and it fits both the traditional style of Violet City and the native indian-ish type of Falkner.
