Now let's look at what we know from Volcanion so far. Nothing interesting going on other than it's unique typing of Fire/Water and it's descriptions in the pokedex. According to it's pokedex entries in all of the generation six games released so far, Volcanion has the ability to expel steam from it's body powerful enough to blow up mountains. In Pokemon X and Pokemon Alpha Sapphire, Volcanion's dex entry states "it expels its internal steam from the arms on its back. It has enough power to blow away a mountain." In Pokemon Y and Pokemon Omega Ruby version is states "It lets out billows of steam and disappears into the dense fog. It's said to live in mountains where humans do not tread." Now what's the importance of this? Well let's talk about rain and steam. How is rain made? What is steam? Well according to reliable google results, they say that steam is "the vapor into which water is converted when heated, forming a white mist of minute water droplets in the air." Synonyms for steam include water vapor, condensation, mist, haze, fog, moisture. Rain - and other forms of precipitation - occur when warm moist air cools and condensation occurs. What this all adds up to is a theory I'm very confident with which the theory that Volcanion is responsible for all the rain that happens in Kiloude city. He lets out steam which he internalizes in his body which means Volcanion causes condensation which causes rain.
