At the time of designing, there were only a few artists. A lot of concept-designers, but no one would vote for art of a design they don't understand because of lack of artistic talent and paint (they didn't know what they were looking at).
Not all of the 'designs'(concepts) are by the same artist, just the art. Myself personally, I drew a lot more Pokemon (and some didn't make it in) for people with concepts rather than design my own (with even less making it in). I can't say that for all of the artists, however (such as trenchula/squidrift) but a lot of the 'same art' was because we were simply redrawing designs that didn't quite have the art to get in.
