Sakurai said he's been working on the game in silence, implying that it is possible he had begun before Gen 8 designs were getting finalized. While I don't expect a Gen 7 Pokemon at all, if he had already chosen one to implement by the point he began working and has put some significant effort into it already then I can see it happening.
