Why does Ninetales have one of the worst Unite moves in the game considering its stats? It is a center AOE attack. Ninetales is very squishy so having to get in the center to hit as many targets as possible is such a risk.
Even if you run Aurora Veil to help reduce the damage and set up for its Unite move, the damage from this Unite move is weak unless the target is frozen to increase further damage. So not only do you need to have selected avalanche to obtain more freezing (not sure why you would not), set up Aurora Veil to not be squished to death, and trigger the freeze with either its passive ability, avalanche or Blizzard to finally launch the Unite move. This requires many conditions then other Unite Moves
