Actually, most of the world is fucked by his plan, especially places like Sinnoh or Kalos that have large deposits of ice near key cities. The shift in sea level (or rise in landmass, whatever the hell Groudon does) will kill off pretty much anything that relied on shallow coastal waters, because those waters were already populated by other living things that lived deeper in the sea. Not to mention the rise in average temperature Hoenn itself receives, affecting creatures on land a shitton, too.
I'd say both of their plans were almost equally as bad, and Maxie's may be worse depending on whether or not Groudon simply move all land upwards, which would fuck over a lot of sea creatures due to large shifts in pressure.
