There are a wave of 11-15 year olds lurking these parts that are in sexual discovery who believe they have the concept of fetishes figured out and something like a gimp hood might be considered a curveball to them because their conception of what a fetish is likely stems from whatever /d/ or dA put out for them. Anything outside that vocal norm isn't playing by the rules.
Some things require showing more skin, some don't. Some things involve articles of clothing or other wearable props, some don't. Some involve bodily functions, some don't. Don't even get me started on whether or not something exists or is viable to do in real life.
It's a very open concept and a lot of what we see today is really branched off something older or more popular. These days, it is being pushed in a prescriptivist manner however.
