>>35763956All we can really do is speculate, but I really do not think the skull is supposed to be it's face, but rather it's mouth. The two big dots below the horns (yes I know I said above I'm tired and haven't gone to bed yet but it is above) are in the exact same spot as the pre-evo, which are just below the horns as well. The mouth of Pinsir covers a pretty good chunk of his body though, and a few types of beetles do have eyes on top of their head.
