If there were multiple Arceus then the males would have one giant cock which goes inside the center of the X, but attached to that center cock, near its base, there are 4 mini-cocks, which slot into the ends of the X-shaped female. The male Arceus thrusts his pelvis while the female grips and squeezes the 4 mini-cocks like a dolphin/horse would.
