Litten grooms itself by licking its fur, and then uses the collected fur as fuel for fireball attacks!Litten doesn't "breathe fire" like other Fire-types, it spits flaming hairballs.
The belt ties in with the whole flammable fur thing, allowing it to shoot fire from there and free up its mouth for spitting Asian mist in its opponents faces.
