I suspect they're sandbagging the gyms to bait people into trying to claim them so they can re-up on the rewards for capturing a gym. But we're all planning on driving around to hit the Instinct gyms in a couple days to topple their hold for good. Take them down quickly, build up prestige, and install a lot of high powered pokemon that hopefully they won't be able to take down.
Nice to have a joint effort between two team against the REAL menace. Those shitty yellow bastards.
