doesn't fly or float, and at least stuff like Dodrio is half flying, not pure. And if it were flying, they'd make it more obvious. Eeveelutions are about Eevee adapting to an environment. Every Eeveelution makes it obvious what type it is. If it's flying, why doesn't have wings or something obvious to show it?
