Games with lots of cutscenes and dialog boxes must either keep them to a minimum or offer an option to fast-forward or skip all of them in order to be considered highly replayable.
Gens 1 - 4 had theirs minimal compared to later generations so even with less options to change up a replay, getting to the parts you want to replay is less agonizing compared to a game like USUM where the Pokémon options and battles are worthy of a replay, but the cutscenes kill any desire to play it again.
SWSH and SV's Skip Cutscene option is a piss poor implementation. It auto-skips pre-rendered cutscenes of which there are few and doesn't allow you skip the hundreds of game engine cutscenes that everyone wants to skip.
