>"Boss trainers" will have items on all of their Pokemon, their Pokemon will all have 21 IVs in all stats, and they will have competitively allocated EV sets and competitively viable movesets
>"Boss trainers" will also have competitive gimmicks, using things like weather, Trick Room, Perish trapping, and so on
>Trainers will switch if they ever see a good opportunity to do so
