"Overdesigned" means there's too much shit thrown onto a simple form. There's a reason the majority of Pokémon fans prefer Infernape over Emboar. They both have lots of patterns and visual noise going on, but Emboar is a much simpler round form with patterns thrown onto it.
People don't complain about "simplistic" designs, they complain about BORING designs. Toucannon is an extremely boring design, or "generic" if you prefer that term. Whether that constitutes a bad design or not is up to you. I believe if it were a single stage Pokémon it would have been better-received.
Complex designs like Gyarados and Haxorus are well-received. They're not overdesigned.
Simple designs like Wigglytuff and Solosis are well-received. They're not boring.
Pokémon that are hated are generally Pokémon with simple forms and a lot of shit going on at the same time. People hate Bewear and Magmortar and it's not because they're genwunners.
