As bad as HMs were, they were the first case of an interaction between the player and his pokemon outside of battle.
Pokeride was awful because it was a random rental rather than owned pokemon.
The solution to fix HMs was quite simple, just allowing pokemon able to surf/fly/cut..etc to perform their OW task without needing to waste a moveslot.
But GF decided to go the retard route and replaced them with rentals first and with a fucking bike now.
