Black and white anime hair isn't exactly uncommon. It's also just a really fucking nonsense hat design, unless the intention is that it's supposed to be damaged or frayed, why the fuck is it all spiky like that in the first place? It really doesn't help that the spikes aren't even consistently the same size, of course it looks more like hair that way.
