At level 51 Articuno learns Blizzard and Zapdos learns Thunder, while at level 51 Moltres learns... Leer. It would make sense for it to learn Fire Blast (which at least it's a TM) and Leer was not in its move list in Gen 2 and neither in FR/LF remakes (it only appeared again in Let's Go and Gen 8), so it was most likely a coding error.
