Surprise, this means exactly what it says. Or later. The 2018 is most likely there to placate fans and stop hype dying. Not to mention some of the other dates are wrong so the it could easily have been pushed back since then.

Meaningless. The survey date is based of the official "2018 or later" line. The web monkeys in some sub-sub-sub-department of Nintendo that wrote the survey don't have any extra knowledge.

When those modellers finish it doesn't mean all models are done and won't be touched. The permanent GF employees still be creating new models. They just brought on people to help with the bulk which they're doing now.
Even then, the game doesn't just get released as soon as that's done. They have to polish up everything and get the basis of the story together before they even ANNOUNCE the game (need to have somewhat accurate graphics in the trailers). So they wouldn't announce anything until June/July, too late for a 2018 release.
Not to mention the other job listings like translation editors last until December anyway.

Sure Pokemon helps with sales but Nintendo can't force GF to release the game earlier. This target is based off the stuff that's guaranteed this year including Labo. Switch is doing just fine without Pokemon.
