Cutscenes in this case were counted as any amount of forced dialogue from NPCs that goes on until you are able to control your character again. This means that cutscenes before and after battles were counted as one, as well as any cutscene that transitions you into another area.
So I will concede that while some of Sun and Moon's routes (at least in Akala Island) don't have cutscenes in the middle of routes, Gamefreak was more than happy to compensate by sandwiching cutscenes in between routes as well as dropping multiple long cutscenes back-to-back..
Even before accounting for battles, some of these scenes get pretty fucking long. My personal favorite is the Festival Plaza tutorial, for being three minutes of nothing but dialogue even with button mashing. But, y'know, Pokestar studios is bad too, right?
