I don't mean that she doesn't get her own episodes, but that she does very little in the majority of episodes while Ash takes most of the screentime. Ash being the hero isn't the issue but rather that they make sure to emphasize how awesome Ash is to the exclusion of other character a lot more often than they should.
Compare what Serena does in a typical episode to what Dawn would do in the background in a lot of DP episode. There was that time when she was depressed for several episodes and you had lots of dialogue between her and Ash, or her and Brock, etc. They also regularly actually had her train on-screen, which is a really important thing- So far Serena has trained on-screen a grand total of like one time, and the rest of the time she goes "okay let's go train!" and the episode focuses elsewhere.
