The only Pokemon obviously intended to be Legendaries at this stage were Ho-Oh, Rai, En and Sui. The beasts stats are blatantly copied from the birds and Ho-Oh has base 100 across the board.
If your reasoning is "it's near the end of the Pokédex" so are several other completely mundane Pokemon like Sneasel and fucking Togepi. The last Pokemon by index number is literally just Leafeon. It's an alpha build, the order was obviously not finalized.
