Wigglytuff has always been unviable
Clefable has always been more viable and is objectively viable from Gen IV onward

With that said, Jiggglypuff is one of my favorite characters in SSB to play and watch while Clefable is an irritating stallmon to face in competitive, so I vote Uff anyway.
