Dedicate 60% to developing that, 20% (+ outside studio help) for spin offs, and 20% towards non Pokemon games and projects.
I would restructure the studio to have development teams like Nintendo, which are structured but workers are allowed to cross over into other projects to help, building their skills, motivating them, and hopefully enriching the games developed to be more substantive.
Fire every producer and director. Put someone in that likes and respects the games, and will make sure development stays on track but he won't make major decisions on creative matters. Leave that to the art designers, the programmers, etc.
Also I would fire the programmers and replace them with good ones, spend a year or two creating a solid optimized future proofed and powerful engine.
Gamefreak would make kino if they threw out their garbage directors/producers, gave projects actual time to develop, and had competent coders
