We already have a lot of useful tools present that could be changed, while still adding more. For instance, Grass Knot and Low Kick now operate on Speed instead of weight, with base 100 speed being the average for 80 base power, 110 speed being 90, 90 speed being 60, you know. Go up ten for ten, but go down ten for twenty, since 100 has become our effective cut off point. Then add new moves and have these as TM's for wide distribution like Oil Slick (as poison type), Sneaky Pebble (for Rock). All that juicy goodness.
Additionally, we could change Spikes to be a one layer move that now operates on speed instead of being forced to layer up, (maxing at 25% because we aren't insane animals like Game Fuck).
We could also implement new abilities like Speed Limit on a number of pokemon, where they'll act first when the opponent exceeds their speed by x amount.
We could add a speed based Evolite, even if it would only change too few pokemon.
We can't just auto trick room for most broken ability in the game. You gotta think about all those poor bastards stuck in the 70 - 99 range.
But don't worry, whatever ideas you've got are probably better than anything Game Freak will implement.
