The introduction of rain in the games was when the anime stopped depicting types that are weak to Water-type attacks as also being harmed by regular water. It was a confirmation that that wasn't a thing and should have also been a confirmation that Ground-types don't lose their immunity while wet, but they chose to ignore that.
Don't know about the anon you replied to, but the decision to do this in the first place is a fuck up in and of itself, especially when there's no logical reason for this to work on dual Ground/Water Pokémon, which begs the question of why getting wet would remove a Ground type's immunity when moisture is clearly not a factor in how their immunity works nor does rain affect the Electric-type matchups against any type in any way. Literally the only reason this exists in the anime is that they need to occasionally bullshit their way through some of Pikachu's battles. Literally no thought went into the implications other than how it can let the mascot win.
