Humans invented metal gears, they became widespread during the industrial revolution, and some time after a gear pokemon popped into existence.
So in most cases, the pokemon comes after the object. It just suddenly happens, and no one really knows why.
Maybe ancient civilizations figured it out. It would explain how they were able to create automaton pokemon out of clay like Golett and possibly Baltoy.
